Vietnam is a rapidly developing country with a high rate of industrial growth and energy consumption. Therefore, the agreement voluntarily save energy (energy efficiency) between the government and industry can be a promising policy tool to address issues of energy use in the future. Voluntary agreement includes 3 main tools: unilateral commitments (businesses, organizations commit themselves to target energy efficiency); voluntary work program (the Government to take the initiative, criteria and conditions for its members, however, participation is voluntary business) or voluntary agreements negotiated agreement (the State and the industry agree on environmental issues, corporate voluntary , may be bound or not bound to this agreement).
Mechanism of voluntary agreements in industrial energy efficiency are being investigated for construction in Vietnam. It is expected that four industries were selected to pilot mechanism voluntary agreement include: chemicals (fertilizers, rubber), food and beverages, plastic and paper. Currently, 2 of the 4 sectors are surveyed, analyzed and will be completed in January 9/2013. The two remaining branches will be studied further by the end of 2013. In the framework of the project, expected 5 plants were selected to pilot a voluntary agreement, then expand into other plants.
This is a national target program by the Ministry of Industry and Trade and the building aims to save energy states that the industry should be responsible to contribute. Mechanism of voluntary agreements in industrial energy efficiency as part of energy efficiency projects and cleaner production are underway in Vietnam.
